As I walk into the Tap Water Laboratory in Sofia, Bulgaria, I''m surprised to see only a few people there. A man is helping a lab technician get rid of a piece of equipment while I notice a couple of kids running around playing. The man in charge of water quality testing for the city seems to be more interested in the kids than he is in the equipment.

"We need the samples right away!" the lab technician says. His tone is so panicked that I have to step in and ask him, "What are you doing? This is not proper lab procedure!"

"No, he''s not trying to poison me," the lab technician tells me. "The lab needs to find out what the problem is so they can fix it. There''s a sewage treatment facility just outside the city." He points out the door. I tell him I don''t know about the sewage treatment facility but that we are going to have to leave until he gets all the samples back.
